I have read there's a difference between Micron 66 and Micron 77. We have sail into freshwater with a Micron 66 bottom. In Baltimore in 2014 the Micron 66 I had painted on in Guimas MX Sea of Cortez in 2008, the yard in Baltimore put a coat of Micron CFC over the Micron 66. After sailing to the Great Lakes in 2014, that CFC gummed up and has mostly fallen off the Micron 66. The 66 is still in good shape but has lost most of its biochemistry to stop slime build up. We will be sailing in fresh for some more time and eventually return to saltwater. Is Micron 77 on top of Micron 66 the answer? With the Micron CFC put on by the yard in Baltimore was bad (like old?) or it doesn't work on top of 66, or it wasn't good for freshwater, or all of the above. But CFC on top of 66 in freshwater doesn't appear to be the solution.

Fresh water causes deterioration of M66 and generally will cause subsequent paint applied over it to fail as well.  Plan on total removal then apply a new product.  The CFC was not bad, the solvents in it attacked a weakened M66 and you saw the result.
